Generally there are 4 tiers but CDS often rates the teams in between tiers, such as 1.5, 2.5, etc. North Toronto usually fields 4 to 5 CDS teams… Red, Green, White, Black, and (sometimes) Silver. North Toronto is the odd ball where they have so many players/CDS teams that even if they lose a team, they have enough to field 4 - 5 teams in each division every year.
