Firstly those stats aren't posted anywhere. Completely made up.
And without actually having stats, this is easy to refute. There are more teams this year than okay year, by quite a margin. So much so that there isn't one single less team that folded, and there are an additional pile of teams. So explain how that makes any sense.

I tried to add a couple more teams as a charter member, and we were told they are capped at 80 teams next year.

Went from 50 teams this year, to 80 next year…. Enrolment is down right? What a clown
