lol is that GTHL? OMHA? what defines "tier1 or elite" in their current "MD" programs?

OHF governs OMHA/GTHL (and a number other leagues within ON) MD would be considered the top tier (tier 1/elite) of that age group within their league is what I am guessing. The most interesting part of OP's post is 'pilot to test full ice'. These kids were meant to be on full ice prior to the changes made a number of years ago...Which Hockey Canada proclaimed was the absolute best approach despite pushback. Are they tracking leagues like Klevr and their kids' skill level compared to kids within MD programs? The 15's/16's will be amongst the first groups to really see what a difference (if any) full ice training from a younger age has produced. If this is true, wonder if OHF is eating their -half ice provides 'many touches' which in turn produces a more skillful/happier player- theory. Interesting...

Raiders did well this season. The 2016 group made the semifinals as well. They will have two tier 1 teams for the 2016 group next season. Interesting to see which group turns out to be the stronger of the two. Second team seems to be comprised of NYHL kids.
Aren’t 2016 Stars expected to bring some NYHL kids to go back to Tier 1.
Stars won the 2016 Tier 2. If they can get 2 good players for next season they should be able to compete. Some parents will regardless jump ship thinking they will be in a better situation.

2016 teams and thoughts.

YK - will continue to dominate because of a very good system, passing and team play. KV knows exactly what he’s doing.

Saints - inconsistent team. All over the place.

Stars West - a lot of improvement needed.

Cobras - played well in championship tournament, only team not named YK to give YK a challenge. Interesting to see if they can continue to improve.

Ducks - heard NYHL kids playing on this team but just couldn’t get over the hump.

Aces Red - not sure what’s going on here, they can’t seem to win. Either coaching or player change.

Raiders - bottom of the top 4, are a team that may not make big changes but definitely may replace some kids to compete with YK.

What about the Eastern Ontario young kings ? They lost in OT in the final. They are a very good team too

I just can't see them doing it. There is just no way, knowing how OHF runs their programing historically, that they will back track on the half ice stuff. Its only been a few years at this point, and you can't make the strong stance that they made about Half ice, not keeping score, giving them tiny little nets, no offsides, no icing, etc and then just be like "Oh, we are going to "try" full ice and see what happens in a pilot."

I TRULY think that OMHA, GTHL, etc should just keep what they are doing. Having different options out there is going to give more kids an opportunity to play hockey somewhere they fit best.

They have to do something. Even if the evidence indicated that the best dev approach is half ice, etc., they are getting absolutely drained of talent across the board. And it isn't just here in Ontario, these types of leagues are happening all over the country. This is a case where customers (which every hockey parent is) are choosing a different product, and the federations are, so far, slow to recognise the trend.
