A coach can actively initiate contact after the season ends, and that's it. If a coach reaches out before the season is over, or offers a verbal commitment to a new player before the season is over, that is tampering. There are a few coaches guilty of this year, but they'll never get caught

Not sure what bubble you live in, but this happens every year, my older son has never gone into try outs not already being in the team since he was 11! You can verbally do what you want , official once you sign. It’s been that way always and this year too. The good kids have a spot , and they know it , we just stay quiet to not hurt feelings and say see you at “try outs “
