CDS (competitive development stream) was formed when hockey canada mandated half ice hockey for starting with the 2018-19 season for minor novice (2011s) and below (2010 novice were grandfathered a year). The first teams to join were Leaside, North york kniights, North Toronto, Forest Hill. Then Ice raiders and maybe a few others. The West also formed a "CDS" with George Bell, Humber Valley, etc.
As for what league is better, as of today the top league is still T1 in the NYHL, with assembled teams housed at Duffield and Etobicoke. There used to be 10-12 teams, now only 6 left. They will feed to whatever AAA team the coach is assigned to, theres no direct link. CDS teams are more equivalent to T2 and more community based, not assembled. It makes the transition to AAA for those teams much more complicated.
Basically pre GTHL, the leagues are now fragmented and its a mess.
Tell that to the Leaside U8 team that plays against U9s
Or the Humber Valley team a top the standings
They were CDS as well
I was told the humer 2017 are community based, many players lacrosse together for Mimico and they have a very strong coach.
