While some coaches actively recruit, the majority of coaches follow the rules, and don't initiate conversations with players or parents. They only respond to inquiries.
Majority of active recruiting occurs among the parents, who try to guide improvements to their kids team.
Bday skates are a benefit mainly to the player, because conflicting tryout schedules.

Coaches with mistresses and/or coke habits
Coaches with own kids who graduated from high school (outdoing coach dad)
Coaches with sever concussion damage from their player days

Don't kid yourself...even the "good coaches" have had a skate or two, at one point or another.
Once teams are established and making minor tweaks, coaches can cherry pick and fill spots without skates. IF the coach is serious, he will be looking for consistency over 4 or 5 games, before committing. If he's scouting a bunch of players over 50 or 60 games, hockey is most likely his main source of income, and you can bet that his coaching fee will be at the high end of the spectrum.
