What happens when an OMHA centre doesn't offer Rep Hockey can the player go to either OMHA or Alliance rep association declaring ROC?

Next closest OMHA centre, I believe you have to 3.5 for a year or two before declaring ROC.

You can go to Alliance if it's bordering you

Yeah, this is true - OHF has guidelines on their site
