I would say this draft shows it isn’t.
Case in point Saginaw Ferguson pick.

Not saying there isn't money or there is (probably there is). But why are people so adamant that someone who got picked late was a money pick. Could there not be an element of this kid has worked hard to work his way up from AA to AAA and so we are taking a flyer that the person could put in the work to become a useful player in two more years?

The GG 07 captain was actually a good player he played up with 06’s last year I was more surprised he dropped all that way

CF Kid's family lived across the street from Sag GM when he was in Barrie. Probably driving around in a nice new Lancer! The boy played in a Church League.
