Budget means nothing - you can put whatever you want on it. It's not vetted thoroughly.

If there are enough parents who are concerned, I would request receipts and a full audit.

Everyone gets money back if the team didn’t use all the money at the end of the season. Some teams like, MB give money back to players that didn’t play much mins.
